The question referred to the Judicial Council by the General Conference in session on April 24, 1980, was whether the rules of the General Conference were violated during an action and whether the vote was therefore legal. We find this to be a question of parliamentary procedure. Delegates had an opportunity prior to and during the vote to raise a point of order with the chairperson.
The Judicial Council does not have jurisdiction to decide this matter.
