Legality of Delegation of Unfinished Business in the Philippines Central Conference

The Judicial Council in session November 8-11, 1973 considered the appeal of the College of Bishops of the Philippines Central Conference seeking a ruling on the legality of conference delegation of unfinished business to its Coordinating Council.
It is ordered that jurisdiction not be accepted for the reason that questions relating to the rules and regulations made by the Central Conference for its governance shall be decided by the Central Conference. (Par. 630.5, 1972 Discipline)
The 1972 Philippines Central Conference has not been adjourned and has scheduled an adjourned session to be held in January 1974. It was held in Decision No. 370 that the regular session continues in recess. At such adjourned session the Central Conference has authority to complete its unfinished business and repeal or affirm any delegation of authority to its subordinate bodies.
