Review of Bishop's Decision of Law in the Northern Illinois Conference Concerning Disposition of a Complaint Against a Clergy Member.

In June of 1992 Bishop R. Sheldon Duecker issued a ruling upholding the referral of a complaint against a member of the Annual Conference to the Joint Review Committee. The complaint was filed in 1987 and referred to the Joint Review Committee rather than the Committee on Investigation. The referral was made under Par. 455.1 of the 1984 Discipline. In our Decision 557 we said:
Neither Par. 455.1 nor Par. 2623.3(b) is assured of precedence. The district superintendent who first receives the grievance or accusation may determine which process shall be initiated, depending on the nature of the grievance or accusation and the surrounding circumstances.

The decision of Bishop Duecker that the referral to the Joint Review Committee was correct is affirmed.
